Because “a website” describes genuinely different products:

Decoding “price depends on requirements”
It genuinely does. But you can force a real number by supplying the requirements yourself:

Cost by specific search — the long-tail answers
Website development cost. Same as above: ₹15,000–40,000 for a five-page business site where you supply content. “Development” and “design” are used interchangeably in this market and don’t reliably indicate different scope.
Website developer price / website creation price. A freelancer or two-person studio typically sits at the lower half of that band; an agency at the upper half or above, buying original design, project management and content help.
Custom website development cost. “Custom” should mean a design made for your business rather than an adapted template, and possibly custom functionality. Expect ₹40,000 upward, and ask specifically what is custom — the word is used loosely.
